The building at Cua Bac street in Hanoi collapsed at around 3:30 a.m. local time Thursday morning (2030 GMT on Wednesday). According to local people, the building was constructed in 1980s. Meanwhile, a neighboring house was conducting excavation for construction.

Vietnam's state-run news agency quoted local residents at the site as saying that the incident happened when the excavation was conducting at over one meter deep.
Nguyen Duc Chung, chairman of Hanoi municipal people's committee, requested relevant agencies to review the structure of old houses around the site for safety concerns.
