HANOI, June 28 (Xinhua) -- Exams will be held in 14 Vietnamese ministries and central agencies as well as 22 cities and provinces to select leaders at department and division levels, local media reported on Wednesday.
Exams will be held on a trial basis to choose the most suitable candidates in a more transparent manner, instead of using the previous appointment system, online newspaper VnExpress quoted Nguyen Duy Thang, Deputy Minister of Home Affairs, as saying.
The new way of selecting leaders and managers at department level and lower levels is aimed at creating a competitive environment for working and promotion in ministries, sectors and localities and enhancing performance of public servants, he said.
Participating in the pilot scheme include such ministries as Home Affairs, Justice, Industry and Trade, Finance, Transport, and Planning and Investment, and such localities as Hanoi, Ho Chi Minh City, central Da Nang city, northern Hai Phong city and southern Ba Ria Vung Tau province.
