SKOPJE, Oct. 31 (Xinhua) -- Macedonia conducted the second round of local elections professionally, Organization for Security and Cooperation in Europe (OSCE) said Monday in a preliminary statement.

The elections were competitive and respected for fundamental freedom necessary for democratic elections, the OSCE Office for Democratic Institutions and Human Rights said.

After the first round of local polls on Oct. 15 failed to elect mayors or heads of communes in 35 municipalities and communes, the second round, or runoff, was held on Sunday in those regions.

The ruling Social Democratic Union declared victory in 56 out of 85 municipalities, while the largest opposition party, the Internal Macedonian Revolutionary Organization-Democratic Party for Macedonian National Unity won in five municipalities.

While the governing coalition endorsed the electoral process, opposition parties said they would not recognize the results, mentioning alleged widespread violations before and on election day.
