SOFIA, June 20 (Xinhua) -- Bulgaria's opposition on Wednesday filed the second no-confidence motion against the coalition government of the center-right GERB party and the nationalist United Patriots that was elected last May.

The parliamentary group of the Bulgarian Socialist Party (BSP), which holds 80 seats in the 240-seat parliament, filed the motion for the government's "failure" in the area of security.

Failures of the government to ensure the national security and the necessary conditions for the work of Bulgarian service people were among the reasons for the motion, BSP spokesperson Elena Yoncheva told reporters.

Jordan Tzonev, deputy chairperson of parliamentary group of the Movement for Rights and Freedoms (MRF), which has 25 members, said his party would vote against the government. "From his first day we have been against it and the coalition. Our position is principled and consistent," Tzonev said.

However, Tsvetan Tsvetanov, GERB's parliamentary group leader, said that despite some weaknesses in some sectoral policies, this vote of no-confidence was baseless and "does not correspond to the expectation of the people".

Volen Siderov, leader of the parliamentary group of the United Patriots, said in turn that BSP had no strong reasons for the motion, and statistics were not in the BSP's favor.

According to parliamentary rules, the motion has to be discussed within one week, and voted not earlier than 24 hours after the closure of the debate.

To be passed, the motion must be supported by more than half of the legislators.

BSP filed the first no-confidence motion against this coalition government in January because of the government's alleged inability to cope with corruption. It was backed by 103 deputies of the BSP and the MRF, while 131 voted against it.

All no-confidence motions in Bulgaria in the last 28 years have been unsuccessful.
