Libyan Higher Council of State reiterates commitment to Paris declaration on political transition

TRIPOLI, June 23 (Xinhua) -- The head of Libya's political advisory body Friday reiterated his agency's commitment to the declaration reached in Paris last month on a political transition in the conflict-ridden country.

Khalid al-Meshri, Head of the Libyan Higher Council of State (LHCS), made the remarks in a telephone conversation with French Foreign Minister Jean-Yves Le Drian, according to a statement by the LHCS.

The statement said al-Meshri told Le Drian that the "hotbeds of tension and wars of the east and south of the country do not meet the obligations agreed in Paris,"

The statement also said al-Meshri is preparing for a referendum or "foundations on which elections can take place."

The Paris declaration, signed by different parties in Libya on May 29, "commits them to work towards both parliamentary and presidential elections in a 'secure environment' by December 10 'the latest,' as well as to respect the poll results," the United Nations said in a release.

The LHCS statement added that to meet the obligations "requires putting an end to these hotbeds and return of the displaced people of Benghazi and Derna home, as well as the people of Maghariba tribe back to the oil crescent region."

According to the statement, Le Drian expressed his concern over the difficulties in holding the elections as they are scheduled due to the continuation of conflict in the country, adding Libya's oil facilities must be controlled by the government.

On Thursday, Libya's eastern-based army reseized the oil ports of Ras Lanuf and Es Sidra near the oil crescent region from a rival militia group. The army is opposed to the UN-recognized government in Tripoli.
