Experts meet in Uganda over use of science to enforce tax compliance

KAMPALA, Nov. 19 (Xinhua) -- African experts are meeting in Uganda to discuss the use of science in ensuring tax compliance.

While opening the five day meeting on Monday, Jacob Oulanyah, deputy Speaker of the Ugandan parliament, urged African tax administrators to always be innovative.

Patrick Mukiibi, acting Commissioner General Uganda Revenue Authority (URA), told the delegates that Uganda was using science on top of other measures to enhance revenue collection.

He said science is indispensable in tax administration.

According to URA, Uganda has for the last 10 years registered enormous benefits through science-led approaches and interventions. These methods include the use of Input-Output Coefficients, laboratory analysis, digital forensic audits and document examinations.

The tax body says the scientific approach is used to establish actual turnover which in turn helps to detect mis declarations by manufactures with the intention to evade Excise Tax, Value Added Tax, Income Tax and exaggerate duty draw back.

The meeting is held under the auspices of the African Tax Administration Forum. The theme of the meeting is "The Evolution of Science in Tax Administration".
