African energy regulators seal cooperation agreement with European regulators

LUSAKA, Jan. 31 (Xinhua) -- Energy regulators from the eastern and southern African region have signed a cooperating agreement with their counterparts in Europe aimed at sharing experiences and best practices, a release on Thursday said.

The Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) and the Council of European Energy Regulators (CEER) signed the three-year collaboration agreement which will be facilitated by the Common Market for Eastern and Southern Africa (COMESA).

RAERESA Chief Executive Officer Mohamedain Self-Elnasr and CEER president Annegret Groebel signed the agreement during a meeting held recently, according to the statement.

The aim of the agreement, it added, was primarily to facilitate capacity building in the eastern and southern African region through the spreading of best practice energy regulation.

This will be achieved by short-term capacity building activities including peer-to-peer training or on-site visits by European energy regulators to the African regions and study visits from African regulators to Europe.

According to the statement, the program was financed by the European Union 11th European Development Fund Action Program.

The primary areas of the cooperation will include exchange of knowledge and experience in regional regulatory institutional organization and mandate, exchange of knowledge and experience in enhancement of sustainable and competitive regional energy markets.

Other areas include technical support to facilitate the development of sustainable and competitive regional energy markets and technical support to facilitate the development of regulations and guidelines for power trading.
