LUSAKA, April 4 (Xinhua) -- Zambia on Thursday launched a policy aimed at encouraging its citizens living abroad to participate in the country's development agenda.

The government realizes that all its citizens, including those living outside the country, need to be cared for and treasured as key human capital to spur the country's development, Vice-President Inonge Wina said at the launching event.

The citizens living in the diaspora, she said, can help promote Zambia as an investment destination of choice, she said.

An online portal aimed at facilitating easy flow of information between the government and citizens living abroad will be established by the end of the year, Wina said.

Foreign minister Joseph Malanji said the diaspora has become a force of change, adding that this potential needs to be harnessed for the country's benefit.

The policy is a culmination of consultations the government has been holding with various stakeholders, including citizens living abroad.
