MANILA, June 25 (Xinhua) -- A cargo vessel capsized on Tuesday while loading cement bags at a port in San Fernando town in the central Philippine Cebu province, a spokesperson for the Philippine coast guard said.

Michael Encina said all 12 crew members were rescued after the vessel M/V Eva Mary Grace capsized around 4:30 p.m. local time while docked at a port some 42 km south of Cebu City.

He said the vessel's crane was lifting the last batch of cement bags when it was buffeted by a strong wave, which caused the vessel to list to its left side and capsized.

Coast guard personnel stayed onsite to prevent a possible oil spill in the area, Encina added, saying oil spill booms have been installed.
