ADDIS ABABA, July 5 (Xinhua) -- The Executive Secretary of the Intergovernmental Authority on Development (IGAD), Mahboub Maalim, on Friday welcomed the agreement reached by the Transitional Military Council of Sudan and the opposition.

Sudan's Transitional Military Council (TMC) and the opposition Freedom and Change Alliance have reached a deal on establishing transitional authorities to jointly govern the country, according to the African Union (AU).

"The two parties agreed on a sovereignty council by rotation and a civilian government of independent national competence," AU mediator Mohamed Hacen Lebatt told a press conference early Friday in Khartoum after the two-day talks.

Maalim congratulated the Sudanese people and the Transitional Military Council of Sudan for having reached the agreement through a process of dialogue.

Sudan has been plagued by nationwide unrest since former President Omar al-Bashir was ousted by the military in April. The coalition of opposition and protest groups have been in talks with the military over who would run the country.

And under the mediation of AU and Ethiopia, the conflicting parties agreed to sit down to negotiate a solution to the country's political crisis.

"I would like to take the earliest opportunity to send my congratulations to all stakeholders in the Sudan for the power sharing agreement they reached," the IGAD Executive Secretary said.

He called on the parties to immediately implement the spirit and letter of the agreement.

The Executive Secretary further congratulated the Prime Minister of Ethiopia and the AU on the successful mediation that led to today's positive outcome.

"The Intergovernmental Authority on Development stands with the people of Sudan and will continue to do everything within its means to ensure the agreement is fully implemented within the agreed upon timeline," he said.
