China defines central, local gov't transport expenditure responsibilities

BEIJING, July 10 (Xinhua) -- China on Wednesday issued a plan to define the fiscal power and expenditure responsibilities of the central and local governments in the transport sector.

The move aims to form a pattern for the division of powers and responsibilities in the transport sector between the central government and local governments, to support building a modern comprehensive transport system.

The division pattern should match the modern fiscal system and the requirements of modernizing the country's system and capacity for governance, according to the plan.

The plan covers such fields as highways, waterways, railways, civil aviation, postal services and comprehensive transport system.

The plan, issued by the General Office of the State Council, will take effect from Jan. 1, 2020.
