Chinese envoy urges fostering capacity building in post-conflict countries

UNITED NATIONS, July 18 (Xinhua) -- A Chinese envoy said Thursday that focus should be placed on fostering capacity building in post-conflict countries with a view to achieving self-driven development.

"The United Nations and other partners should abide by the purposes and principles of the UN Charter and respect the sovereignty and ownership of the countries concerned, provide constructive assistance in view of their wish and specific requests and focus on fostering their capacity building with a view to achieving self-driven development," Wu Haitao, China's deputy permanent representative to the UN, told a Security Council meeting on strengthening partnerships for successful nationally-owned transitions.

Noting that a number of countries, following the end of conflict, have started their national reconstruction and are transitioning to the phase of peacebuilding and long-term development, the Chinese envoy said that the UN and the international community should help provide constructive support and assistance to these countries.

Wu noted that achieving lasting peace and sustainable development in a post-conflict country ultimately relies on the country itself.

In the transitioning process, "it is important to ensure that peacekeeping and peacebuilding are coherently linked up one after another so that the tasks in the next phase can be smoothly rolled out," he noted.

Wu also emphasized the importance of partnerships, noting that the UN and the wider international community, in assisting post-conflict countries in their transitions, should strengthen communication and coordination with regional and sub-regional organizations, and fully leverage the role of the African Union, the League of Arab States and ASEAN, among others, in regional affairs.

"The UN and the international community should engage in partnerships and cooperation with relevant regional organizations and regional states, in a joint effort to assist with local socioeconomic development and address the root causes of conflict," he said.
