China's breadbasket province launches policy incentives to boost agricultural products supply

HARBIN, Feb. 25 (Xinhua) -- China's major agricultural province of Heilongjiang has issued a list of awards to spur agricultural production amid efforts to ensure the market supply amid the country's fight against the novel coronavirus outbreak.

A cash reward of 800,000 yuan (114,000 U.S. dollars) will be awarded to any livestock farms that can reach a daily output target of over 500 pigs. A bonus of 500,000 yuan will be granted to farms that can meet the target of producing 50 to 100 tonnes of milk per day.

The list includes 10 items to encourage big agricultural operators to drum up production in order to guarantee the supply of vegetables, meat, eggs, milk and other daily necessities in the market, said the Heilongjiang Provincial Department of Agriculture and Rural Affairs.

The northeast China province has just ended the winter fallow and is preparing for spring plowing. Many cooperative farms are short of labor for full-speed production.

The provincial government said the incentives are given to encourage farms and processing enterprises to resume work and production as soon as possible.

The government is offering subsidies to support companies contributing more than 50 tonnes of fresh vegetables and edible fungi to emergency supplies before March. Meanwhile, the government has vowed to ensure financial credits and funds to sectors in the supply chain to ensure the production, transportation and quality control of agricultural products amid the epidemic prevention and control.
