Emergency Powers Act to take effect in Finland this week

HELSINKI, March 16 (Xinhua) -- Finnish Prime Minister Sanna Marin announced on Monday that Emergency Powers Act will take effect this week and preparations have started for closing the country's borders, in a bid to prevent the spread of COVID-19.

In a televised press conference, Marin said the government had reached an agreement with President Sauli Niinisto that "such extraordinary situation prevails in the country", which requires activating the special power legislation.

The decree will require parliamentary approval. Marin said that the extent of the application of the Emergency Powers Act will be determined on Tuesday.

In addition, Finnish borders will be closed for passenger transport. The actual time was not given, but Marin said "preparations are starting" for it, and there would be exceptions in the northern land border for work commuters. Finnish citizens staying abroad were urged to come back. They would face a 14-day quarantine upon arrival.

The government has also decided to close schools from next Wednesday. Distant learning would be provided. Early education facilities offering pre-school service will remain open. Meetings of more than 10 persons will be prohibited.
