DEZHOU, Shandong, June 27 (Xinhua) -- General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping has called for solid and localized steps to advance agricultural and rural modernization and guide farmers to build better lives.
The modernization of agriculture and the countryside bears heavily on the overall progress and quality of Chinese modernization, Xi, also Chinese president and chairman of the Central Military Commission, emphasized during an inspection trip on Wednesday to the city of Dezhou, east China's Shandong Province. He was accompanied by Secretary of the CPC Shandong Provincial Committee Lin Wu, and Governor of Shandong Province Zhou Naixiang.
The Chinese leader urged efforts to enhance the agricultural sector's overall production capacity, quality, and efficiency, ensure stable supply of grain and other types of key agricultural products, advance the drive to build a beautiful and harmonious countryside that is desirable to live and work in based on local conditions, as well as guide the broad masses of farmers to create an even better life with diligence and wisdom.
The visit came amid the summer planting season, when the fields were bustling with farming activities. In the morning, Xi paid a visit to Dongyujia Village in Bianlin Town, Lingcheng District, where he was briefed on local efforts for the ongoing busy farming season for sowing, harvesting, and field management, and learned about the wheat harvest, corn planting, and flow of agricultural supplies.
Along a farmland irrigation canal, Xi inspected the water-fertilizer integration facilities, then walked into the fields and engaged in cordial exchanges with major grain producers, farming machinery operators, and agricultural technicians. He was very pleased to learn that wheat yield per mu had increased again this year and that corn sowing was progressing quickly without missing the farming season.
Xi stressed that ensuring the stable supply of grain and other important agricultural products is the top priority of agricultural production. It is essential to implement various support policies for grain production, ensure the supply and stable prices of agricultural materials, actively promote advanced and applicable varieties, technologies, and equipment, steadily improve per-unit yield and efficiency, and strive for bumper grain harvests for the whole year. Efforts should be made to improve agricultural infrastructure, ensure the quality of high-standard farmland construction, promote water-saving and efficiency-enhancing agriculture, strengthen meteorological forecasting and disaster monitoring and early warning, and enhance the capacity for agricultural disaster prevention, mitigation, and relief.
Afterward, Xi visited the nearby Xiyujia Village which is honored as a national model village. At the village's public service center, he carefully inquired about the development of the village Party organization and the provision of convenient services for the people, learned about local practices of exploring area-based approaches to promote rural revitalization, and inspected the display of agricultural and sideline products.
Xi expressed his hope that Party organizations at the village level further leverage the role of Party building as a guiding force, fully mobilize the enthusiasm of the villagers, and continuously score new achievements in advancing the building of a beautiful and harmonious countryside that is desirable to live and work in. He called for sustained efforts to reduce burdens on the grassroots-level officials, so that village officials can devote more time and energy to serving the local people and promoting development.
At the home of villager Yu Xinhui, Xi took a look at the household furnishings, and sat with the family for a casual chat. He asked attentively about their jobs and income, the health of the elderly, and the children's education, and inquired in detail whether the Party's policies on agriculture, rural areas, and farmers had been fully implemented.
Xi pointed out that establishing and practicing a correct understanding of governance performance must ultimately boil down to delivering benefits to the people. All Party members and officials should strengthen their awareness as public servants, cultivate a deep commitment to serving the people, do more to bring them benefits, and address their real concerns and solve their difficulties, so as to tangibly enhance the people's sense of gain, happiness, and security.
As Xi was leaving the village, local residents gathered to see him off warmly. Xi told them that the 105th founding anniversary of the CPC would soon be celebrated on July 1. Over the past 105 years, the Party has united and led the Chinese people of all ethnic groups in unremitting efforts, achieving great accomplishments worthy of history and the people, he said.
Xi noted that China is now striding forward on a new journey to build a modern socialist country in all respects. He called for concerted efforts to advance along the new Long March and create an even brighter future while continuously meeting people's aspirations for a better life. Xi expressed his wishes that, under the Party's leadership, the villagers would build an increasingly beautiful hometown and enjoy ever-improving lives.
He Lifeng and leading officials of the relevant central Party and state departments also accompanied Xi on the inspection tour. ■

BEIJING, April 30 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held its 25th group study session on the afternoon of April 28, focusing on improving the capacity for disaster prevention, mitigation and relief. Xi Jinping, general secretary of the CPC Central Committee, presided over the session. He stressed that it is imperative to take a strategic perspective of coordinating high-quality development with high-standard security, become fully aware of the importance of ensuring good results from disaster prevention, mitigation and relief, enhance the capacity to prevent and respond to natural disasters, and effectively safeguard people's lives and property.
Comrade Yang Siquan from the National Institute of Natural Hazards under the Ministry of Emergency Management gave a lecture on this issue and put forward suggestions. Members of the Political Bureau of the CPC Central Committee listened attentively to the lecture and held discussions.
Following the presentations and discussions, Xi delivered an important speech. He pointed out that China, with its vast territory, complex geography and diverse climate, is prone to frequent natural disasters. Since the 18th CPC National Congress, the CPC Central Committee has consistently treated disaster prevention, mitigation and relief as a matter of great importance bearing on people's safety and national security. It has made a series of arrangements in terms of conceptual transformation, institutional reform, system refinement and capacity enhancement. The committee has led officials and the public in overcoming a number of major natural disasters, with achievements widely recognized by the international community. Practice has yielded a profound understanding that in order to do a good job in disaster prevention, mitigation and relief, the country must uphold the Party's overall leadership, put the people and their lives first, respect the laws of nature, prioritize prevention, pursue reform and innovation, adopt a holistic approach, and promote joint management by all sectors of society.
Reducing disaster risks and minimizing losses hinge on advance prevention, Xi stressed. Efforts should be made to strengthen source control and integrate requirements for safety and resilience throughout territorial spatial planning and all types of development planning. He called for intensified inspection and rectification of potential hazards, with a systematic review and precise identification of various disaster risks. He also underscored the need to enhance engineering-based measures, appropriately raise fortification standards for key infrastructure in major cities and disaster-prone areas, and move faster to shore up weak links.
Xi pointed out that we must firmly uphold a bottom-line mindset and an extreme-case approach and steadily enhance the capacity to respond to and handle major and catastrophic disasters. It is imperative to conduct in-depth assessments of the risks from major and catastrophic disasters, strengthen monitoring and early warning mechanisms, and improve emergency response plans. He said that efforts should be made to improve the emergency command mechanism within the framework of overall safety and emergency response system, and to advance the development of the national comprehensive fire and rescue team as well as the nation's regional emergency rescue centers. Coordinated efforts should be made in comprehensive rescue, transitional resettlement, and post-disaster recovery and reconstruction.
Xi emphasized the need to strengthen scientific and technological support as well as legal safeguards for responding to natural disasters. This includes promoting technological and industrial innovation in the emergency response sector, strengthening discipline development and talent cultivation in emergency management, advancing in-depth basic research on natural disasters, and deepening international exchanges and cooperation in this field. He added that it is also necessary to improve the legal system for emergency response, further elevating the law-based governance level of disaster prevention, mitigation and relief.
Xi noted that the grassroots, as the front line for preventive and protective responses to natural disasters, should never allow relaxation in their work to strengthen capabilities and consolidate foundations. It is essential to improve the grassroots' systems for emergency rescue forces, enhance the construction of emergency facilities, guarantee the provision of equipment and necessities, and build up community-based monitoring, prevention, and management. He said that efforts to popularize scientific knowledge should be expanded to raise nationwide public awareness and preparedness for disaster prevention and risk control.
The actual undertaking of responsibilities in disaster prevention, mitigation and relief work should be earnestly implemented, Xi emphasized. All regions and relevant departments must fully uphold their responsibilities for respective localities and divisions, combine centralized and decentralized approaches, ensure the integration of prevention and rescue efforts, and foster multilayered coordination to build up a collaborative working framework that features togetherness and coordination. He said that a correct understanding of governance performance should be established and practiced. Tendencies such as prioritizing development over safety, or disaster relief over prevention should be rectified resolutely. Education and training should be further enhanced to upgrade capabilities of officials at all levels for disaster prevention, mitigation, and relief. ■

The tree-planting site is a planned park site, which, once completed, will provide residents with a green leisure space.
Seeing the general secretary's arrival, officials and residents who were planting trees greeted him warmly. Xi waved back, picked up a shovel and walked to the planting site, where he joined leading officials from Beijing and the National Forestry and Grassland Administration, along with other officials, residents, and Young Pioneers.
Swinging the shovel to dig and turn the soil, building up earth around the saplings, and carrying water for irrigation, Xi planted multiple saplings in succession, including the Chinese pine, Beijing peony, flowering plum, tu-chung tree, and shantung maple. During the process, he chatted with young students about their studies, daily lives, physical exercises, and participation in tree planting. Xi emphasized that young people, like saplings, are full of vitality and hope. They should set lofty aspirations from an early age, nurture the love for knowledge, for work, and for nature, seek a well-rounded development in terms of moral grounding, intellectual and physical ability, aesthetic sensibility, and work skills, and strive to become pillars of the nation. The atmosphere was warm and lively.
Xi held cordial talks with officials and residents on site. He said that since the 18th CPC National Congress, China has achieved continued "double increases" in both forest coverage and stock volume, while seeing continued "double decreases" in both desertified and sandy lands. China has contributed the most to global greening and achieved the fastest growth in this regard. Clear skies, lush lands and lucid waters have become the norm in China.
Not long ago, China promulgated the Ecological and Environmental Code to further solidify the legal foundation for building a Beautiful China. Noting that tree planting is an important task in this endeavor, Xi called for sustained commitment, focusing on immediate priorities while looking beyond the horizon, and building on past progress to steadily advance this cause that benefits both the country and the people.
Xi stressed that this year marks the beginning of the 15th Five-Year Plan period and the 45th anniversary of the nationwide voluntary tree-planting campaign. To advance afforestation under the new circumstances, it is imperative to place greater emphasis on improving quality, boosting industries and benefiting the people. It is essential to ensure that planting and management go hand in hand, ecology and industry reinforce each other, and humanity and nature co-exist in harmony.
It is necessary to ensure coordinated use of green space, tailor afforestation to land and water conditions, expand green coverage in ways suited to local conditions, and plant trees where suitable and grass where appropriate, said Xi.
Greater efforts are urged to strengthen management and protection, carry out sustainable forest management by region and category, advance grassland protection and restoration effectively, improve the quality and functions of forests and grasslands comprehensively, and prevent fires and pests to better protect greening achievements. Work should be done to smooth the channels for realizing the value of ecological products, expand the forestry and grassland industries, and enhance their economic value and ecological benefits simultaneously, Xi said. It is also important to promote urban and rural greening and beautification in a coordinated manner, and make full use of available space to increase green areas accessible to the people, so as to give both urban and rural residents a greater sense of gain from a greener environment, he added.
Also participating in the tree-planting activity were other members of the Political Bureau of the CPC Central Committee, members of the Secretariat of the CPC Central Committee, and state councilors currently in Beijing. ■
BEIJING, March 28 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee on March 27 held a meeting to deliberate on the Regulations on the Work of Local Committees of the Communist Party of China. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.
It was pointed out at the meeting that local Party committees must resolutely uphold the authority of the CPC Central Committee with Comrade Xi Jinping at its core and the committee's centralized, unified leadership. They must give top priority to the implementation of the decisions and plans of the Party Central Committee, ensuring full implementation with persistent and unwavering focus and vigorous efforts. At the same time, they must closely integrate these efforts with the actual conditions of their respective regions, enhancing the initiative and creativity of their work.
It was emphasized at the meeting that local Party committees bear an unshirkable responsibility in pursuing development and safeguarding security, and must work hard in a down-to-earth manner. They should fully and faithfully apply the new development philosophy on all fronts, take solid steps to promote high-quality development, strive to ensure and improve the people's well-being, and do everything possible to safeguard national security and overall social stability. They must also establish a correct understanding of governance performance and act accordingly, ensure that all the achievements in governance are made for the people and through solid work, and strive to make solid achievements that stand up in practice, in the eyes of the people, and over the course of time.
It is imperative for leadership teams of local Party committees to strengthen education on democratic centralism, improve rules for routine deliberations and decision-making, specify the negative list, and enhance oversight mechanisms. Clear priorities for supervision, specific measures, and accountability requirements should be defined to ensure the rigorous implementation of democratic centralism. Members of leadership teams of local Party committees should also strengthen theoretical study, improve their professional competence, and focus on enhancing their leadership capacity.
Moreover, it is also imperative to shoulder the political responsibility of conducting Party self-governance, unswervingly advance full and rigorous Party self-governance, and steadfastly and perseveringly implement the guiding principles of the central Party leadership's eight-point decision on improving conduct and the detailed rules for its implementation. It is essential to tackle pointless formalities and reduce burdens for officials at primary levels, exercise power in accordance with the law and Party regulations, safeguard the redline for integrity, and foster a political atmosphere of honesty and integrity.
Other matters were also discussed at the meeting. ■
XIONG'AN, Hebei, March 25 (Xinhua) -- General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping, also Chinese president and chairman of the Central Military Commission, inspected the Xiong'an New Area in north China's Hebei Province on March 23, where he also chaired a symposium on further advancing the high-quality construction and development of the new area and delivered an important speech. Xi emphasized the need to firmly uphold the Xiong'an New Area's primary functional positioning as the major recipient of functions relieved from Beijing that are nonessential to its role as the nation's capital. He called for efforts to maintain strategic resolve and historic patience, further emancipate the mind, explore new ways, strengthen coordination, and form synergy. He said the new area should strengthen endogenous development momentum through reform and innovation, unlock vitality via reasonable concentration of production factors and resources, and work hard to build itself into an innovation hub in the new era and a model of promoting high-quality development.
Li Qiang, premier of the State Council, Cai Qi, director of the General Office of the CPC Central Committee, and Ding Xuexiang, vice premier of the State Council, accompanied Xi on the inspection tour and attended the symposium. They are all members of the Standing Committee of the Political Bureau of the CPC Central Committee.
Xi arrived in the Xiong'an New Area in the morning and traveled by vehicle to inspect construction progress in the start-up zone. He was accompanied by Ni Yuefeng, secretary of the CPC Hebei Provincial Committee, and Wang Zhengpu, governor of Hebei Province. Seeing that the construction of the new area is progressing in an orderly manner with full vitality, Xi expressed his appreciation.
Afterward, Xi visited China Huaneng Group Co., Ltd., which had more than 1,000 employees relocated from its headquarters and affiliated subsidiaries to the Xiong'an New Area in October 2025. Xi stepped into the operations monitoring and emergency command center, where he listened to briefings on the relocation, industrial configuration, and innovation-driven development, and observed real-time operational data and remote imaging. He emphasized that the relocation to Xiong'an should serve as an opportunity to stimulate the initiative and creativity of the company's officials and other employees, and to make new contributions to accelerating the development of a new-type energy system and building China into an energy power.
In the lobby on the first floor, Xi had a cordial exchange with representatives of officials and other employees from relocated organizations already operating in the new area and those currently under construction. He asked about their work and daily lives, commended their efforts in building and developing the new area, and encouraged them to take root there and actively contribute their talents and skills. He urged them, as proud residents of Xiong'an, to take the lead, work with both speed and steady progress, and jointly create a bright future for the area.
The Xiong'an campus of Beijing No. 4 High School, built with support from Beijing Municipality and put into use in August 2023, currently has more than 380 students. In the teaching building, where students were attending classes, Xi walked into the Seventh-Grade (Class 2) classroom, chatted with teachers and students, and learned about teaching conditions. He expressed hope that the school would bring over the successful experience and practices of Beijing No. 4 High School, care for students' physical and mental well-being with heartfelt dedication, and promote their all-round development.
At the school cafeteria, Xi inspected the dining environment and the variety of dishes on offer, and stressed the need to ensure the safety and nutritional quality of students' meals. As he was leaving the school, the faculty and students greeted the general secretary together. Xi encouraged the children to cherish what they have, strive to make progress, and stay positive and upward-looking, so that they grow together with the Xiong'an New Area and advance in step with Chinese modernization.
On the afternoon of the 23rd, Xi chaired a symposium on further promoting the high-quality construction and development of the Xiong'an New Area. Zheng Shanjie, head of the National Development and Reform Commission, Ni Yuefeng, secretary of the CPC Hebei Provincial Committee, and Zhang Guohua, secretary of the Party Working Committee of the Xiong'an New Area, addressed the symposium in turn. Officials from Beijing, Tianjin, and relevant central Party and government departments submitted written remarks.
After listening to their remarks, Xi delivered an important speech. He emphasized that, under the strong leadership of the CPC Central Committee and through the joint efforts of all sides, major phased achievements have been made in the construction and development of the Xiong'an New Area. Practice has fully proved that the CPC Central Committee's decision to construct the Xiong'an New Area is entirely correct, and that all related work has been solid and effective.
Xi pointed out that, to further advance the high-quality construction and development of the Xiong'an New Area, it is essential to stay committed to the area's functional positioning and push forward, with greater strength and in a more orderly manner, the relocation from Beijing of functions nonessential to its role as the nation's capital and the area's capacity to receive and accommodate them. Efforts should be made to advance the construction of relocation projects involving centrally administered state-owned enterprises, universities and hospitals in an active, prudent and phased manner, while moving forward in an orderly way the relocation of financial institutions, research institutes and public institutions, and supporting the relocated entities in achieving better development. Policy support and services for relocation projects and personnel should be strengthened, so as to guide and support relocated projects in radiating and driving the development of the Xiong'an New Area and surrounding areas.
To continuously enhance the comprehensive carrying capacity of the Xiong'an New Area, it is important to take a systematic approach and ensure both high-quality development and efficient governance in an integrated manner, Xi stressed. The proper pace and sequence of work must be scientifically managed, with efforts concentrated on advancing construction in the initial development zone and start-up zone to strive for "Xiong'an Quality." It is imperative to uphold Party leadership in the new area's governance, improve public service systems, and ensure people's well-being. Future-oriented models of smart city management should be actively explored, and efforts should be made to build a beautiful Xiong'an with blue skies, green fields, and clean water.
The Xiong'an New Area should take reform and innovation as the driving force, promote the deep integration between technological and industrial innovation, develop new quality productive forces tailored to local conditions, and cultivate a modernized industrial system suited to the new area's realities, Xi pointed out. The Xiong'an sub-park of Zhongguancun Science Park should be developed with a high standard to translate more sci-tech achievements into practical applications. Efforts should be made to promote the clustered development of emerging industries and industries of the future, actively develop producer services, and support the transformation and upgrading of traditional industries. It is equally important to engage in bold exploration and pilot trials, ensure the early implementation of innovation policies in areas such as science and technology and finance, and strive to create a market-oriented, law-based, and internationalized business environment.
Xi stressed the need to strengthen Party leadership and Party building, firmly establish and practice a correct view on governance performance, and cultivate a clean and upright political ecosystem. All relevant sides must enhance their consciousness of thinking in big-picture terms and taking on responsibility, earnestly implement the decisions and plans of the Party Central Committee with concrete actions, and support the high-quality construction and development of the Xiong'an New Area. Officials in Xiong'an should demonstrate a strong sense of duty, and go to the front line to ensure implementation, striving to deliver satisfactory answers to the Party and the people.
Li Qiang stated in his speech that the spirit of the important speech delivered by General Secretary Xi Jinping must be earnestly studied and implemented. While it is imperative to maintain this "national project of millennial significance" as an immutable strategy, every moment must be seized to deeply advance the high-quality construction and development of the Xiong'an New Area. Efforts must be made to strive for new progress in relieving Beijing of functions nonessential to its role as the nation's capital, boosting the impetus for relocation and the attractiveness of Xiong'an as a recipient. It is a must to seek new breakthroughs in enriching urban connotations and enhancing urban functions, accelerate the improvement of public services, foster a first-class industrial ecosystem, and build Xiong'an into an innovation hub in the new era. It is also a must to strive for new achievements in promoting the coordinated development of the Beijing-Tianjin-Hebei region, integrate the strengths of all parties, strengthen reform exploration, and make Xiong'an play a leading and driving role in the region.
In his speech, Ding Xuexiang also urged earnest study and implementation of the spirit of General Secretary Xi Jinping's important speech. It is imperative to seize opportunities and ride on the momentum to push the Xiong'an New Area to fully implement the innovation-driven development strategy and deeply integrate into regional collaborative innovation networks, and actively build Xiong'an into an important fulcrum of the Beijing (Beijing-Tianjin-Hebei) international scientific and technological innovation center. Efforts must be made to leverage the advantage in clusters of universities and research institutes, promote collaborated innovation among industries, universities and research institutes, and advance the integrated development of education, science and technology, and talent at a high level. A first-class innovation ecosystem must be carefully fostered so as to accelerate the development of emerging industries and industries of the future and elevate the high-quality construction and development of the Xiong'an New Area to a new level.
He Lifeng and others accompanied Xi during the inspection and attended the symposium. Also present at the symposium were Yin Li, Chen Min'er, Wu Zhenglong, and leading officials from relevant central Party and state departments, relevant units of the military, Beijing Municipality, Tianjin Municipality, Hebei Province, the Xiong'an New Area, and relevant enterprises.■

To build a Healthy China, it is imperative to proceed from China's national conditions, remain firmly committed to the path of healthcare development with Chinese characteristics, and resolutely implement the guidelines for medical and health work in the new era. As the situation evolves, some specific policies and measures for medical and health work need to be refined and improved, but on fundamental issues, it is a must to remain clear-headed and maintain strategic resolve.
Building a Healthy China is a systematic project, Xi remarked. In the face of the people's growing and diverse healthcare needs, it is imperative to focus on major priorities and center closely on the tasks that benefit a wide range of people and have a significant impact on the overall situation. Human power and other resources should be concentrated, and effective measures be taken to improve the public health system, build up a quality and efficient medical service system, and promote healthy and positive lifestyles, so as to continuously achieve new progress.

BEIJING, March 6 (Xinhua) -- General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping, also Chinese president and chairman of the Central Military Commission, on March 5 stressed that it will require addressing a more complex environment and resolving more deep-rooted contradictions to achieve the goals and tasks for economic and social development set out in the 15th Five-Year Plan (2026-2030). Xi made the remarks while taking part in a deliberation with fellow deputies from Jiangsu Province during the fourth session of the 14th National People's Congress, China's top legislature, in Beijing. Xi emphasized that a provincial economic powerhouse can only support the stability of the national economy as a whole when it maintains a solid development foundation and a strong capacity to withstand external shocks. He called on Jiangsu to intensify efforts to boost economic resilience. He urged Jiangsu to build up its internal strengths, enhance its own capabilities, fully integrate itself into the unified national market, and help smoothen up domestic circulation. He also called for efforts to expand high-standard opening up, explore global markets and better connect with the international economic cycles, adding that preparations for worst-case scenarios should be ready to prevent and respond to any kind of risks.

Xi stressed that the ever-improving effectiveness of the Party's self-governance is the ultimate guarantee for economic and social development. Efforts should be made to conscientiously organize Party-wide study and education sessions on establishing and practicing a correct understanding of governance performance, guiding Party members and officials to implement the overall requirements of "building the Party for the public good, delivering benefits to the people, making sound and scientific decisions, and working diligently with concrete actions," and to achieve results that can stand the test of practice, the people, and history. It is imperative to adopt an integrated approach to strengthening Party spirit, improving Party conduct, and enforcing Party discipline, while advancing efforts to improve conduct, enforce discipline, and combat corruption in a coordinated manner. Through tangible outcomes in exercising full and rigorous self-governance, the Party shall earn the people's trust and support and muster sufficient power to advance the development of its undertakings.
Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and director of the General Office of the CPC Central Committee, attended the event. ■

The accomplishment of main goals and tasks for economic and social development throughout the year marked the successful completion of the 14th Five-Year Plan (2021-2025), Xi said, noting that the country's economic strength, scientific and technological capabilities, defense capabilities, and composite national strength reached new heights -- the latest solid strides in advancing Chinese modernization.
Li Qiang presided over the gathering. Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi and Han Zheng were present at the event.
The banquet hall of the Great Hall of the People was brightly lit and filled with festive joy. More than 2,000 people from all walks of life gathered to celebrate the upcoming festival, filling the venue with a festive atmosphere of joy and harmony.
At around 10 a.m., Xi and other Party and state leaders walked in the hall to cheerful music. They warmly greeted the attendees, and exchanged Spring Festival greetings and wishes with them. The hall erupted into rapturous applause.
Xi said over the past year, China implemented more proactive macro policies, further deepened reform comprehensively, and progressed with concrete measures in building a modernized industrial system. China's economy maintained robust growth against pressures, and achieved new and higher-quality progress, demonstrating strong resilience and vitality. China made solid advances in socialist democracy and the rule of law, cultural development, ecological conservation, and national defense and military development, ensuring that all these endeavors reinforce one another. Efforts were intensified to safeguard and improve people's livelihoods and ensure overall social stability. The fourth plenary session of the 20th CPC Central Committee was successfully convened, where the development blueprint for the 15th Five-Year Plan period (2026-2030) was mapped out, Xi said. In the past year, China solemnly commemorated the 80th anniversary of victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War, established the Taiwan Recovery Day, celebrated the 60th anniversary of the founding of the Xizang Autonomous Region and the 70th anniversary of the founding of the Xinjiang Uygur Autonomous Region, and held the 15th National Games in Guangdong, Hong Kong and Macao, further rallying a mighty force for advancing Chinese modernization. China put forward the Global Governance Initiative, and successfully hosted the Shanghai Cooperation Organization Summit in Tianjin and the Global Leaders' Meeting on Women. With these efforts, China actively promoted the building of a community with a shared future for humanity, thus injecting much-needed certainty and positive energy into a world fraught with changes and turmoil, Xi said. China also unswervingly advanced full and rigorous self-governance of the Party, and carried out the study and education program on thoroughly implementing the central Party leadership's eight-point decision on improving Party and government conduct, having achieved notable results in improving Party conduct, upholding integrity, and combating corruption, with continued improvement in the political environment and the social ethos observed, Xi said.
Xi stressed that substantial achievements have been made over the past year, thanks to the concerted efforts of the entire Party and the people of all ethnic groups across the nation. The achievements are encouraging, and our efforts have strengthened confidence. As long as we maintain strategic resolve, forge ahead step by step, and advance steadily from one stage to another, we will continue to turn small victories into great success in advancing the cause of the Party and the country, and our goals will surely be achieved.
Xi noted that the year 2026 marks the 105th anniversary of the founding of the CPC, and the beginning of the 15th Five-Year Plan period. We must consistently follow the guidance of the Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the guiding principles of the 20th CPC National Congress and all plenary sessions of the 20th CPC Central Committee, earnestly carry out the decisions and plans made at the Fourth Plenary Session of the 20th CPC Central Committee, adhere to the general principle of seeking progress while maintaining stability, fully and faithfully apply the new development philosophy, speed up efforts to forge a new development paradigm, focus on promoting high-quality development, maintain social harmony and stability, and steadfastly exercise full and rigorous Party self-governance, so as to strive for a sound start for the 15th Five-Year Plan.
Xi stressed that our Party is for the people, and successful because of the people, and that all its work is dedicated to the people's well-being. He underscored the need to always put the people first, foster and practice a correct view of work performance, and deliver solid achievements that can stand the test of practice, the people and history.
Xi noted that in Chinese culture, the horse symbolizes strength, vigor and an unyielding spirit, heralding a promising future of steady progress and prosperity. He expressed the hope that in the Year of the Horse, people of all ethnic groups across the country will rally more closely around the CPC Central Committee, strengthen their confidence in victory, maintain high morale, press ahead with resolve on the new journey toward Chinese modernization, and work together to create an even brighter future.

In the new year, the non-CPC political parties, the ACFIC and personages without Party affiliation will rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core, focus on the formulation and implementation of the 15th Five-Year Plan, actively offer suggestions and advice for governance, and strive to make contributions to opening up new horizons for Chinese modernization.
Xi delivered an important address after listening to He Wei's speech. He stressed that 2025 was a truly extraordinary year. Facing profound and complex changes in the domestic and international situation, the CPC Central Committee united and led the entire Party and people of all ethnic groups across the country to meet challenges head-on and strive hard, successfully accomplishing the main goals and tasks for economic and social development. We convened the fourth plenary session of the 20th CPC Central Committee, mapping out the blueprint for the 15th Five-Year Plan (2026-2030). We solemnly held activities to mark the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War and established the Commemoration Day of Taiwan's Restoration; and celebrated the 60th anniversary of the founding of the Xizang Autonomous Region and the 70th anniversary of the founding of the Xinjiang Uygur Autonomous Region. We made further efforts to implement the new development philosophy, promote high-quality development, and deepen reform in all respects. As a result, China's economy has maintained robust growth against pressures, achieving new and higher-quality progress. We made sustained efforts to improve people's wellbeing, made solid progress in developing socialist democracy and the rule of law, advancing cultural development, improving ecological conservation, and modernizing national defense and the armed forces, and maintained social stability. We put forward the Global Governance Initiative to promote the building of a community with a shared future for humanity. We made solid efforts to implement the central Party leadership's eight-point decision on improving Party conduct, achieving remarkable progress in improving Party conduct and fighting against corruption. After five years of unremitting efforts, the 14th Five-Year Plan concluded successfully. As a result, our country's strength in economy, science and technology, national defense and in all sectors has reached new highs, and solid new strides have been made in advancing Chinese modernization. Such achievements have not come easily, and they are the result of the strong leadership of the CPC and the hard work and joint efforts of Chinese people from all ethnic groups, including the non-CPC political parties, the ACFIC and personages without party affiliation.
Xi noted that over the past year, multiparty cooperation saw great achievements. The central committees of non-CPC political parties and personages without party affiliation conscientiously implemented the decisions and plans of the CPC Central Committee, took solid steps to launch education programs to study the central CPC leadership's eight-point decision on improving Party conduct, and improved conduct and fostered a positive image. Focusing on key problems in economic and social development, they actively submitted advice and suggestions, making new contributions to the cause of the Party and the country. The ACFIC did a lot of work to facilitate the healthy development of the non-public sector and those working in it. On behalf of the CPC Central Committee, Xi extended sincere gratitude to all of them.
Xi stressed that 2026 marks the beginning of the 15th Five-Year Plan period. He expressed the hope that the non-CPC political parties, the ACFIC and personages without party affiliation will earnestly perform duties in implementing the decisions and plans of the CPC Central Committee and strive to make new progress. First, political guidance should be strengthened to forge unity for struggle. They should consistently study the Thought on Socialism with Chinese Characteristics for a New Era in forging their political awareness, thoroughly study and act on the guiding principles of the fourth plenary session of the 20th CPC Central Committee, and always close ranks with the CPC in thinking, stance and action. The ACFIC should guide those in private-sector to strengthen their confidence in development and pursue a path of high-quality development. Second, they should do their work to serve the needs of the overall national agenda, with the cause of the Party and country as the focus, contributing as much as possible to development during the 15th Five-Year Plan period. They should conduct more fact-finding missions to provide practical and effective recommendations for the CPC Central Committee's scientific decision-making. They should conscientiously carry out democratic oversight over the ecological conservation in the Yellow River Basin and the high-quality development. Third, they should strengthen their own improvement to present a fresh look as political parties and forces participating in state governance under socialism with Chinese characteristics. They should strengthen the building of their leadership teams, attach importance to the quality of their members, and rigorously improve their conduct and enforce discipline, so as to consolidate and develop a sound political environment. They should make sure leadership transition is politically sound to ensure that the multi-party cooperation retains its lasting vitality.
