China to boost innovation to create new development

BEIJING, Nov.4 (Xinhuanet) -- The document also says innovation will provide new momentum for China's development from 2016. It highlights the importance of coordination, green development, opening up and sharing.

Proposals for the 13th five-year plan suggest further strengthening scientific and technological innovation. And efforts will be made to encourage new research, and promote original thinking.

To this extent universities and research institutes will be encouraged to take the lead in innovation, and given greater powers in research decisions and funding.

In the next five years, China will carry out several major national science and technology projects, and set up national-level laboratories.The country will also take the lead in organizing international scientific programs and projects.
