BEIJING, June 29 (Xinhua) -- Taiwan side should take full responsibility for suspension of communication mechanisms between the Chinese mainland and the island, a mainland spokesperson said on Wednesday.
Taiwan's current administration has not recognized the 1992 Consensus which endorses the one-China principle, shaking the political foundation for cross-Strait interaction, said An Fengshan of the State Council's Taiwan Affairs Office at a press conference.

Suspended communication mechanisms include both the regular mechanism between cross-Strait affairs departments and the consultation mechanism between the mainland's Association for Relations Across the Taiwan Straits (ARATS) and the Taiwan-based Straits Exchange Foundation (SEF).

安峰山说，“两岸联系沟通机制”，是指国台办与台湾方面陆委会建立的常态化联系沟通机制、海协会与台湾海基会建立的协商谈判机制。“众所周知，２００８年以来，两岸关系和平发展取得的丰硕成果，不是从天上掉下来的，国台办与陆委会的联系沟通机制、海协会与海基会的协商谈判机制，都是建立在双方均坚持‘九二共识’政治基础之上的。”
他介绍说，２００８年５月２６日，海基会向海协会发来电函，表明“期望贵我两会在‘九二共识’的基础上，尽早恢复制度化协商”。在接到来函后，５月２９日，海协会复函海基会，表明“我会同意贵会来函意见，尽速在‘九二共识’基础上恢复两会联系往来与协商谈判”。双方的往来函件，白纸黑字，历历在目。正是在这样的基础上，６月１２日，双方恢复了中断将近十年的两会商谈，才有了两会８年来的１１次商谈和２３项协议。

他还表示，要想确保两岸制度化交往机制和两岸关系和平发展的成果，就要向大陆方面确认体现一个中国原则的政治基础，“在这个根本性的问题上，运用两面手法或者在语言和文字上采取模糊态度，都是无济于事的。”
