Kenya bets on digital population census to enhance service delivery

NAIROBI, Aug. 13 (Xinhua) -- Kenya will soon create a digital portal to register and identify the entire population in a bid to boost efficiency in delivery of key services like education, health, clean water and housing, an official said on Monday.

Joe Mucheru, the Cabinet Secretary for ICT said that establishment of a National Integrated Information System(NIIS) by the end of 2018 will inform policymakers on effective ways to avail critical services to the citizens.

"We are already mapping the country and have trained officers at the county level to pave way for biometric capture of citizens' critical details from September this year," said Mucheru.

"The digital registration exercise will ensure that state agencies have accurate data required to inform decisions pertaining to universal health, food security, jobs and shelter," he added.

President Uhuru Kenyatta in March 2015 launched the National Integrated Population Registration System to ensure that data on all Kenyans and visitors is stored in a central location.

The online population register is expected to synchronize personal data in the hands of state agencies like customs, electoral body, national health insurance fund, lands and immigration bureau as well as transport regulator.
