Vietnamese party reaches consensus on personnel matters, economic issues

HANOI, Oct. 6 (Xinhua) -- The five-day 8th session of the 12th Communist Party of Vietnam Central Committee (CPVCC) concluded here on Saturday, completing all items on the agenda including consensus on introducing the party top leader as a candidate for the post of state president and developing a sea-based economy.

On Wednesday, all members of the CPVCC agreed to introduce CPVCC General Secretary Nguyen Phu Trong as a candidate for president to replace Tran Dai Quang who died on Sept. 21, Vietnam News Agency reported.

The CPVCC reached unanimous consensus on introducing Trong for Vietnam's National Assembly, the country's top legislature, to elect him as president at the 6th session of the 14th National Assembly. The 6th session is scheduled to be held from Oct. 22 to Nov. 21, according to the Vietnamese Ministry of Foreign Affairs.

Born in 1944 in Hanoi's rural area, Trong is a professor, and holds a PhD in politics with specific field of party construction. He has been a member of the CPVCC's Political Bureau since 1997. He served as chairman of the National Assembly from 2007 to 2011. He was elected as CPVCC general secretary in 2011, and re-elected as general secretary in 2016.

The 12th CPVCC also elected two additional members to its Inspection Commission.

At the 8th session, the 12th CPVCC decided to establish five sub-committees to prepare for the 13th national party congress. The sub-committees will take charge of the congress's documents; socioeconomic issues; party statutes; personnel matters; and organizational work, respectively.

The 12th CPVCC reached high consensus on the release of regulations on the responsibility for setting example of party members and officials, especially members of the CPVCC and members of the CPVCC's Political Bureau and Secretariat. The 12th CPVCC assigned the Political Bureau to consider feedback in written form from CPVCC members and finalize the regulations for early issuance.

The 12th CPVCC decided to take disciplinary measures against Nguyen Bac Son, former member of the CPVCC, former Secretary of the Party Committee and former Minister of Information and Communications by stripping his positions as a member of the 11th CPVCC and Secretary of the Party Committee of the ministry for the 2011-2016 tenure.

It also decided to take disciplinary measures against Tran Van Minh, former member of the CPVCC, former deputy head of the CPVCC's Organization Commission, former Vice Secretary of the Da Nang City Party Committee and former Chairman of the municipal People's Committee by expelling him from the party.

In addition to important personnel and party discipline matters, the 8th session touched upon major socioeconomic issues. The 12th CPVCC agreed to issue a new resolution on a strategy for sustainable development of the sea-based economy to 2030 with a vision to 2045.

In his closing speech on Saturday, Trong said the CPVCC pinpointed and analyzed difficulties, challenges and potential factors that can affect national development, and agreed that more efforts are needed to fulfill the targets and tasks of 2018.

In 2019, it is necessary to continue strengthening macro-economic foundation, controlling inflation and enhancing capacity to respond to abnormal changes in the market, especially the world market; maintain the growth momentum on the basis of further improving the environment and business environment, raising productivity, quality, efficiency and competitiveness of the economy in association with accelerating three strategic breakthroughs, economic restructuring and growth model renovation.

Besides, the CPVCC stressed the need to promote administrative and judicial reform, streamline the organization and apparatus. Along with economic growth, attention should be paid to socio-cultural development, environmental protection, improvement of social welfare and living conditions, while strengthening national defense and security, maintaining political stability and social order and safety, proactively pushing forward with international integration and external relations.
