Sudan's agreed constitutional declaration focuses on comprehensive peace, justice

KHARTOUM, Aug. 4 (Xinhua) -- Sudan's Transitional Military Council (TMC) and the Freedom and Change Alliance on Sunday signed an agreement on the constitutional declaration which includes the establishment of a transitional government for a period of 39 months.

The document commits the transitional government to work to achieve comprehensive peace and justice, and end the war by addressing the root-causes of the Sudanese problem and tackling its effects.

It further stipulates that the transitional government works to achieve legal reform, rebuild and improve the legal and judicial system and ensure independence of the judiciary and sovereignty of law.

According to the document, the duties of the transitional government include the establishment of mechanisms to prepare a permanent constitution for the Republic of Sudan and hold a national constitutional conference before the end of the transitional period.

The transitional government would also be responsible for enacting the legislations related to the tasks of the transitional period and setting up programs for reforming the state's institutions.

The document stipulates cancellation of all freedoms restricting laws or laws that discriminate the citizens on bases of gender.

It further stipulates holding members of the former regime accountable for all crimes committed against the Sudanese people.

It stresses the importance of working to address the economic crisis and lay down the bases of sustainable development through implementing urgent economic, social, financial and humanitarian programs to face the current challenges.

Regarding external relations, the document stipulated setting up a balanced foreign policy while preserving the country's sovereignty, security and borders.

The document also provides that members of the sovereignty council and state governors, upon assuming their posts, must present confidential financial declarations according to the law.

Meanwhile, the document determines the powers of the sovereignty council and the establishment of a council of ministers with executive powers.

It also stipulates that the prime minister should be selected by the Freedom and Change Alliance and approved by the sovereignty council.

The document provides that 67 percent of the seats of the legislative council go to the Freedom and Change Alliance and the rest to the other parties which contributed to the revolution.
