KIGALI, Feb. 21 (Xinhua) -- Rwandan President Paul Kagame and his Ugandan counterpart Yoweri Museveni on Friday morning met at Gatuna-Katuna border crossing for talks that seek to normalize bilateral relations.
The two leaders were joined by Angolan President Joao Lourenco and Felix Tshisekedi, president of the Democratic Republic of the Congo (DRC), the facilitators of the talks between Rwanda and Uganda at the 4th Quadripartite Summit.
The meeting follows the 3rd Quadripartite Summit in Luanda, Angola on February 2 and the 3rd Ad Hoc Commission meeting in Kigali between Rwanda and Uganda on February 14.
The four Presidents will address a press conference later in the day after the closed door meeting, according to the Rwandan ministry of foreign affairs.
Ahead of the meeting, Rwanda's Minister of State for Foreign Affairs in charge of East African Community (EAC) Olivier Nduhungirehe told reporters that the talks will bear fruitful outcomes.
The meeting is expected to come up with tangible solution to the current bilateral standoff between Rwanda and Uganda, according to the Rwandan ministry of foreign affairs.
The government of Rwanda remains fully committed to meet its obligations in the implementation of Luanda Memorandum of Understanding.
The Uganda government has already released 22 Rwandan citizens who were detained in the country.
Rwanda also reciprocated by terminating the prosecution of 17 Ugandans who were facing several cases in Rwanda, along 3 others who completed their sentences, who were deported.
Last year, Rwanda closed its common border with Uganda alleging that the latter was incarcerating its citizens. Uganda denied the allegations.
