Noelle Xie (2nd R), a Chinese-born humanitarian and art curator, delivers a speech after she was conferred the insignia of Chevalier of the Legion of Honor by French Ambassador to the United Nations (UN) Francois Delattre in New York, the United States, March 15, 2019. Established in 1802 by Napoleon Bonaparte, the Legion of Honor is the highest honor awarded by the French government to those who made outstanding contributions to France.
