UNITED NATIONS, Jan. 29 (Xinhua) -- The United Nations has launched a 158-million-U.S.-dollar Ukraine Humanitarian Response Plan for 2020 to assist about 2 million people, a UN spokesman said Wednesday.
The population targeted by the plan includes 200,000 internally displaced people, 850,000 people in government-controlled areas and 910,000 in non-government-controlled areas, said Stephane Dujarric, spokesman for UN Secretary-General Antonio Guterres.
The plan includes provision of emergency assistance protection and strengthening of the national capacity in coordination with development entities, Dujarric said.
Since the start of the conflict in Ukraine, the international community has contributed over 500 million dollars for humanitarian response, according to the UN.
"With this support, the UN and other humanitarian organizations have been able to reach over 1 million people each year," Dujarric said. "This is, however, only half of the targeted population due to lack of funding and limited humanitarian access."
The conflict in the east of the country began in 2014.
