UNITED NATIONS, Jan. 30 (Xinhua) -- A Chinese envoy on Wednesday urged the international community to "dynamically" improve humanitarian aid operations in Syria.

Urging the international community to scale up its support, Ma Zhaoxu, China's permanent representative to the United Nations, told the Security Council that "humanitarian aid operations should be dynamically adapted and improved."

Describing the situation in Syria's northeastern and northwestern regions as "troubling," Ma voiced concern about the threats that cold weather poses to civilians across the country.

As the security situation continues to stabilize, there is more room to address the humanitarian situation on the ground, he said.

The United Nations should oversee all humanitarian aid operations in close coordination with the Syrian government, he said.

Harsh winter conditions and ongoing hostilities in some parts of Syria have resulted in a forced displacement of tens of thousands more civilians across the war-ravaged country, exacerbating the already dire humanitarian situation, UN humanitarian chief Mark Lowcock warned during his briefing to the Security Council on Wednesday.
