WASHINGTON -- U.S. President Donald Trump said Friday that there's "a good chance" that he will declare a national emergency to obtain funding for his long-promised U.S.-Mexico border wall.

MOSCOW -- Moscow will continue to resolutely counter "destructive steps" in arms control, disarmament and non-proliferation, the Russian Foreign Ministry said Friday after the United States announced it is leaving a landmark nuclear restriction pact with Russia.
