Chinese envoy urges int'l community to assist developing countries in capacity-building against terrorism

UNITED NATIONS, July 9 (Xinhua) -- A Chinese UN envoy on Tuesday called on the international community to effective assist developing countries in capacity-building to address the most prominent challenges in either counter-terrorism or the fight against organized crime.

Speaking at a Security Council open debate, Ma Zhaoxu, China's permanent representative to the United Nations, said that it is important to strengthen capacity-building of member states in a targeted way, especially in developing countries.

The areas need to be assisted include "border control, customs, drug enforcement, and judiciary," he added.

"We must also proceed from the security situations in different places and their distinctive culture and history, effectively combat terrorist financing by means of cross-border trafficking of arms control, and illicit trade in natural resources," said the Chinese envoy.

Furthermore, The Chinese ambassador highlighted the importance of combat internet-based terrorism and illegal activities and dissect the links between terrorism and organized crime.

It is also important to follow international law and relevant UN resolutions to take measures of deradicalization, strengthen prevention and prevent organized crime from resorting to extremist or terrorist means, Ma said.
