DAMASCUS, Jan. 5 (Xinhua) -- A total of 14 civilians were killed by unknown gunmen in Syria's northern province of al-Raqqa, a war monitor reported Sunday.

The bodies of the civilians were found on Sunday in the Sabkha desert area which is under the government control in the southeastern countryside of Raqqa, according to the Syrian Observatory for Human Rights.

The Britain-based watchdog said it is still not clear about the identity of the killers, speculating that it could be sleeper cells of the Islamic State (IS) or other militants.

Raqqa was the de facto capital of the IS before the Kurdish forces dislodged them in 2017.
