S. Africa mulls public procurement legislation to curb corruption

JOHANNESBURG, Oct. 21 (Xinhua) -- South African would be having a public procurement legislation by Novermber 2022 which would tackle corruption, support innovation and economic growth, said an official from the National Treasury on Wednesday.

The National Treasury acting chief procurement officer Estella Setan made the remarks at a webinar to unpack the public procurement bill which the treasury is currently processing.

She said they are reviewing over 4,500 comments submitted when the bill was published for comments ending in June 30.

"We want procurement to result in fairness, equity, transparency, competitiveness and cost-effectiveness or to promote socioeconomic, industrial and environmental development. We want procurement which is developmental in nature and in line with international standards," said Setan.

She said the legislation would create a single regulatory framework for public procurement that promotes ethics, competition and value for money in terms of price. It will also seek to create jobs by supporting those previously disadvantaged by discrimination.

"The law when enacted would advance economic opportunities for previously disadvantaged people and women, youth and people with disabilities, small businesses and promote local production. It would promote the use of technology in procurement," she said. Enditem
